The 2005 Labour Party manifesto said there would be a referendum. But because the constitution was re-branded as a treaty that was all the excuse Labour needed to go back on their promise. They point to the fact that no other European member state is holding a referendum (the exception being the Republic of Ireland, who is only holding a constitution because their constitution commands them to hold a referendum).
